For Europe, Libya seems to be the key country for containment of illegal migration. However, negotiations with the North African collapsed state are complex. Libya has two rival governments and more militias and traffickers than security forces and teachers. The EU is negotiating with the internationally recognised government - without any results: Premier Fayez al-Sarraj has spoken against refugee centres of the EU on Libyan land and additionally does not command troops nor wields influence on the hostile militias of the capital Tripolis. Desperate refugees, furious Libyans and war-weary soldiers are telling the story of a country that could still become Europe's nightmare.
